Radhabinod is Yokohama Bases highest military authority and has final say on all military matters pertaining to it but it is known Professor Kouzuki is the one who runs the base for the most part. Before being put in a command role behind the battle and auditor for Alternative IV he was a fierce pilot who served in mainland Asia.
