Rui Ninomiya

The creator of Director X and the system it oversees the GALAX Network. He usually appears as a crossdressing man in public. He is the user of an alien power called Crowds an avatar of some sort that utilizes other people in the GALAX Network to act as his minion. He controls this system through the same device as the Gatchaman called NOTE although he obtained them through different means.
