Ironically the best way to review this anime is if this is your first experience viewing PsychoPass media if this is the first anime you saw in this franchise a you are way off your mark and b watch the first season please. One of the original PPs biggest appeals was that there were two sides to the justice system. The SIBYL system was in its eyes trying to keep the general populace safe and stable but also sacrificing their free will and brutally and efficiently punishing others who have a slight cloud to their hue. On the other hand you have Shogo who encourages people to discover their free will and reject the system. This also leads to people becoming psychopaths who hunt kill brutalise and even r others. Fans will know what one scene I am referring to PP2 removes this by summing down to a poor mans version of Shogo destroying the Karen of the SIBYL system to the point that he even dies gracefully and without punishment for his sins. PP3 does this slightly better I guess. Maybe the SIBYL system has developed far beyond its programming allowing it to accept new immigrants and even enable recent presidents to be elected to run the country. The problem is that not only is this suddenly dumped onto our laps and once again it is not even foreshadowed in the three movies previously but it also destroys one of the main appeals for the SIBYL system being that it is supposed to be in control of the actual system also remember a line in PP1 that says the politicians were just puppets and theoretical shows?. I will say that the second half of the anime slightly saved the series for me its interesting to see what religions are present in this world of PP although the imposter among them is very obvious. The second half also brings exciting revelations to the new cast and a notbad hook to the ending of the anime leading to the sequel movie. You know that the Bifrost group are so uninteresting that they still dont have images posted to them on the character tvtropes even two years later despite them being responsible for most of the events happening in said anime. Hell not EVEN THE TWO NEW MAIN CHARACTERS THAT HAVE BEEN INTRODUCED TO REPLACE THE AKANE AND KOUGAMI DUO The two main characters in this show are Kei and Arato Kei is meh a typical edgy and immigrant problem that I dont care about but is ok. My main concern is with Arato here he is just some bullshit power protag with a suddenly introduced power that is not even slightly foreshadowed in the previously established lore which allows him to conveniently get new information and move on to the next part. It might be visually attractive but dont let this fool you. It is just made there to make Arato unique and to move the plot along because the writers behind this series are such hacks and dont know how to make investigation scenes properly. His reveal of being a Criminally Asymptomatic individual who wants to help others is interesting but its not enough to carry him as a character imo. If you view this anime by itself it can become a somewhat interesting view on child trafficking scam houses political campaigning idol business religion and how the Congressman controls all the business avenues and cities here. However with consideration of the previous seasons this anime is essentially a spit to the face of the watchers who viewed the original anime at its peak and watched it devolve with Tom Shikata ruining what was once Gen Urobuchis work to the point the latter quit the season and passed it off to the former who was forced to make a bunch of bland new characters because even misusing the old preestablished characters could destroy this anime more then it needs to. I watched this anime almost a year ago I might be misremembering some details but if I got anything wrong with this anime I dont really care.
